BPJS Health is committed to providing comprehensive social protection and welfare to all individuals, with the goal of achieving that Universal Health Coverage (UHC). As of August 2023, the free BPJS program, funded by the Bengkulu City Government, has benefited 24,162 residents. The government continues to promote this program, aiming to include all citizen, especially those in vulnerable situations. BPJS Health covers participants' health services including first level health services and advanced level referral health services, BPJS Health membership means that each person pays according to the terms of their contribution. Several participants whose contributions are paid by the government, such as poor people, and payments that are paid independently. Compliance with contribution payments refers to an individual’s behavior of being willing and able to pay contributions regularly without defaulting on the following month’s payments. This research is community-based research with a cross-sectional research design approach aimed at looking at BPJS Health membership. The population of Bengkulu City households using Simple Random Sampling included 542 households. Univariate and bivariate analysis were analyzed using Chi square test. The study finds no significant correlation between demographic factors (age, marital status, education employment) and knowledge of BPJS Health and perceptions of BPJS Health fines. However, the following factors are significantly correlated: the perception of BPJS Health as mandatory program for all Indonesians to reduce healthcare costs, the belief that sufficient income is necessary to afford BPJS Health contributions, the understanding that knowledge of BPJS Health does not mitigate high healthcare expenses, and a personal history of illness as a factor influencing willingness to pay BPJS Health contributions.
