DEVELOPING A COLLABORATIVE NETWORK MODEL TO STRENGTHEN THE PUBLIC-PRIVATE MIX APPROACH FOR TUBERCULOSIS CASE FINDINGS IN A RURAL AREA OF EAST JAVA PROVINCE, INDONESIA

A collaborative network of stakeholders is essential for strengthening the public-private mix (PPM) approach for active case finding in high-burden tuberculosis (TB) countries like Indonesia. However, evidence of a theoretical model of the collaborative network on the PPM approach, particularly for rural areas, is lacking. The aim of this study was to develop a collaborative network model to strengthen the public-private mix approach for tuberculosis case findings. The study was conducted in a rural area, Jember district in East Java province, Indonesia. This study employed a cross-sectional design with 231 respondents. Questionnaires were utilized to explore demographic characteristics and regulatory, enabling, and reinforcing factors. These factors were then analyzed using Structural Equation Modeling (SEM). Our study revealed significant direct correlations between regulation and enabling factors (p-value=0.0001), regulations and reinforcing factors (p-value=0.0001), enabling factors and the community external network of PPM (p-value=0.034), and reinforcing factors and the community external network of PPM (p-value=0.0001). The indirect effect of regulations on community external networks was also significant (p-value=0.0001). A collaborative network in finding active tuberculosis cases is crucial. Adequate regulation, organization, and funding to support PPM implementation are important factors in increasing active tuberculosis case detection in rural communities in Indonesia.This study provides insight into the accessibility of standard services for detecting and treating TB.
